Palestinian official dies after clash with Israeli soldiers

A Palestinian official died Wednesday following a clash with Israeli soldiers in the West Bank, Palestinian officials reported.

Ziad Abu Ein, 55, headed the Palestinian Authority's Committee against the Separation Wall and Settlements. According to initial Palestinian reports, he died after inhaling tear gas and being struck in the chest by an Israeli soldier during a confrontation between Israeli troops and Palestinians who were planting olive trees in the village of Turmus Ayya, north of Ramallah.

Abu Ein was taken in critical condition to the Palestine Medical Complex in Ramallah, where he died shortly afterward, Palestinian officials said.  

According to the medical center's director, Dr. Ahmad Beitawi, Abu Ein was initially believed to have suffered a heart attack following the confrontation.

Beitawi told reporters that an autopsy would be performed but that he could confirm the cause of death was "inhaling tear gas, which caused problems in the heart and lungs." Beitawi said the tear gas that entered Abu Ein's lungs induced vomiting and suffocated him.

A Reuters photographer who witnessed the incident said Abu Ein was struck by a hand to the neck.

Fatah Central Committee member Mahmoud Aloul told Palestinian radio that Abu Ein collapsed after inhaling tear gas fired directly at him. "We thought his injury was light, but were shocked when we heard he died," Aloul said.

Palestinian Authority Chairman Mahmoud Abbas condemned Abu Ein's death as a "barbaric act that we cannot remain quiet about or accept."

In a statement carried by the official Palestinian news agency WAFA, Abbas declared three days of mourning through areas controlled by the Palestinian Authority and said he would take "all necessary measures" when the investigation of the incident was concluded.

The Palestinian leadership was scheduled to convene Wednesday evening to discuss the situation. Reports that Palestinian officials planned to suspend security coordination with Israel were not confirmed.

Palestinian Prime Minister Rami Hamdallah spoke to the media at the medical complex in Ramallah, saying incident involving Abu Ein was "one of the crimes committed against our people every day." He called for a swift international investigation.

According to a statement from Israel's military, the incident occurred as troops were using riot-dispersal means to "halt the progress of rioters" into the nearby Israeli settlement of Adei Ad. The statement said military officials were reviewing the circumstances of Abu Ein's "participation and his later death."

Senior Israeli and Palestinian security officials agreed that an Israeli pathologist would join Jordanian pathologists for a joint examination of the case, the army said. Israel has also proposed a joint investigation team with Palestinian officials.

Reut Mor, a member of the Israeli rights group Yesh Din, told Israeli radio that the incidcent occurred as Palestinians were "holding a peaceful procession" planned in advance to protest what they say is repeated harassment of several villages by the settlers of Adei Ad.

On Wednesday, the same group petitioned the Israeli Supreme Court on behalf of the villages of Turmus Ayya, Al Mughayer, Qaryut and Jalud, demanding the removal of Adei Ad, a settlement built without authorization from the Israeli government.

According to the group, the petition argues that Adei Ad should be removed not only because it is built in part on private Palestinian land, but because it "constitutes a focus of criminal activities and grave violence" against the Palestinian residents of the area.

Earlier Wednesday, Palestinians reported that the previous night, settlers from the outpost threw rocks at homes and cars in the village of Al Mughayer and damaged trees between the village and the neighboring Turmus Ayya.

The incident comes at a time of deep tensions between Israelis and Palestinians, on the heels of a string of attacks that killed 11 Israelis and ahead of Palestinian plans to petition the United Nations for recognition of statehood and a two-year deadline for an Israeli withdrawal from Palestinian territory.

Israeli Prime Minister Benjamin Netanyahu plans to meet U.S. Secretary of State John F. Kerry in Rome on Monday for consultations ahead of the U.N. Security Council vote on the matter, scheduled for later this month, Israeli media reported Wednesday.
